Nicholas Roe suggested this was possibly John Barlow of the London Corresponding Society. Another possibility would have been Rober Barlow attorney of 1, Little Conduit St 1780 voted Fox, / RB director of Westminster Fire Office of Bruton St 1783 voted Wray 1784 / RB auditor of Westminster Fire Office of 36 Bedford St Coct Gdn 1787, 1788  / Robert Francis s of Robert Barlow & Charlotte born 26.9.1786 bapt 5.11.1786 St Marylebone / RB Esq of Hanover Sq voted Townsend 1788 / RB attorney of 19 George St Hanover Sq 1790 / RB of Hanover Square voted Fox 1790, took on articled clerks 1791, 1792 / RB signed Declaration of Friends to Liberty of the Press 1791 / RB signed declaration of Friends of the People 1793 /  RB attorney of 1, Inner Temple Lane 1799 / RB of Inner Temple Lane voted Byng & Burdett 1802 on freehold in George St, Hanover Sq (occ. John Spicer). These may not have all been the same Robert Barlow, and if Robert Francis mentioned above was young Barlow he was only 8. I found no clues yet to Robert Barlow's birth or death
