One of the proprietors of the Telegraph newspaper, along with John King, Charles Este, George Robinson & David Evans Macdonnell, all of whom were present on the first occasion and all except Robinson on the other two. Said in newspapers to be a half-pay ensign, which fits with a John Williamson ensign of 18th foot, listed in army half-pay from 1783 to 1808

I found nothing to connect George Winter with Chancery Lane but there are good reasons to suppose he was the surgeon of Newgate St who was buried 8.5.1823 age 61 at Christ Church, London, chiefly because William Falkener who proposed him as a member was married to a De Rippe and so was he.
