Peter Burrowes DNB 1753-1841seems likely to have been the 1800 entry in Ireland and the 1796 list. Nothing in his DNB article suggests his presence in London, and he was certainly active as a barrister in Dublin, but the connections with Curran and Rowan make it quite possible he was some of the later entries too. The first two entries above were presumably not him. Robert Burrowes of Bolton St Piccadilly will PCC 1819 had an estate in county Cavan, Ireland. Some work notes below
