Godwin sometimes used initials for convenience, but particularly for children, and also for women, perhaps especially when mentioning their name was a socially delicate matter. Perhaps Francis Higgins DNB 1746-1802 owner of Freeman's Journal, Dublin & informer, or William Higgins DNB 1763?-1825 chemist, in Dublin from 1791.
